Yeah you can create coupons from WooCommerce’s Coupons menu and select Shipping discount as Discount type. There’s also options to limits coupon usage by courier, service, destinations, and weight.

Sorry, there is no possible way to set maximum discount in the coupon. You can only set the percentage of the discount.

Yes, you can use multiple coupon on single transaction as long as both coupons are not set to be “Individual use only” in “Usage Restriction” configuration.
