Itu karena plugin woocommerce belum diinstal. Plugin ongkos kirim membutuhkan plugin woocommerce agar bisa berjalan, jadi sebelum menginstal plugin ongkos kirim pastikan sudah menginstal plugin woocommerce.
Silakan instal dulu plugin woocommerce. Plugin woocoomerce bisa didownload di sini:
https://wordpress.org/plugins/woocommerce/

Coba cek lewat cpanel apakah plugin woocommerce sudah terinstal dengan benar yakni harus dengan nama folder woocommerce/woocommerce.php

sudah fixed.
kalo multi site, di deactive woocommerce dan plugin ongkir dari network admin nya, activekan lagi plugin woocommerce dan ongkir di primary site nya
